A3T’s Communications Security (COMSEC) Specialist (KMI/CIMA) supports our team in execution of the continuous operation and evolution of complex Commercial and Government Off the Shelf (COTS and GOTS) technologies, and ongoing interactions with network operators, system administrators and system developers across the agency.

Job Duties
Key Management Infrastructure (KMI)
  • Review and either return for correction or forward all KMI account registration forms no less than 2 working days after receipt.
  • Review and either return for correction for forward all KMI personnel registration and enrollment forms to NSA no less than 2 working days after receipt.
  • Follow all National, DoD, and DON policy on protecting PII information.
  • Process an average of 5 weekly Snapshot reports from the NCMS COR Audit Teams.
  • Review and average of 5 weekly COMSEC status messages from DON Controlling Authorities. Update the Common Tier 1 (CT-1) and KMI databases with correct or updated status information as required.
  • Provide monthly Status of COMSEC Material Reports to deployed submarines via SIPRNET no later than the 30th day of each month.
  • Process an average of 5 monthly request for new COMSEC keying material via the CT-1 or KMI system within 2 working days.
  • Draft all NCMS Directives and maintain NCMS Directives log by assigning date-time-groups 
  • Process an average of 5 weekly modern key registration forms received via the Key Division Group email; either rejecting incomplete forms or signing and forwarding accurate forms to Central Facility for processing.
  • Contractor will update KMI Database with status on all KMI FORMs.
  • Review daily notifications on the KMI system daily and take action as required.
  • Process requests from the Primary Registration Manager at Director National Security Agency (DIRNSA) for revalidation of registered and enrolled KMI personnel.
  • Process daily Central Facility forms received via the NCMS group email.
  • Maintain a copy of all forms on the NCMS Key Division repository.
  • Comply with all COMSEC security requirements outlined in CMS Series
  • Participate in test events for new software releases for KMI and the CT-1 system. NCMS is the DON participant for all KMI and CT-1 software releases and must evaluate the effectiveness of all software changes utilizing the KMI and CT-1 test system.
  • Track daily COMSEC material loaned to government contractor COMSEC accounts.
  • Provide assistance to COMSEC Managers and Alternates regarding the status of COMSEC material.
  • Review and provide input for updates to the KMI policy documents.
  • Perform KMI user profile updates.
  • Perform COMSEC equipment disposition approval from KMI account request.
  • Draft, release and log NIPRNet and SIPRNet C2OIX approval/disapproval messages and CNO Validations.
  • Review and approve/disapprove CERM (COMSEC Equipment Request Modernization) Portal requests.
  • Provide copies of messages (not received by customers) via email upon requests.
  • Respond to email/phone requests regarding disposition messages or Portal requests.

COMSEC Incident Monitoring Activity (CIMA)
  • Follow established procedures to ensure all COMSEC incidents within the DON are reported appropriately to the Controlling Authority, Command Authority, the National COMSEC Incident Office and any other authorities required while adhering National Policy timeframes.
  • Process COMSEC Practices Dangerous to Security (PDS) and COMSEC Incident reports within 72 hours of receipt.
  • Ensure all incident data is entered into the National COMSEC Incident Reporting System (NCIRS).
  • Collect and track detailed chronological account of all events surrounding COMSEC incidents reported to DON using local database.
  • Assist in the creation of DON annual trend analysis for COMSEC Incidents.
  • Ensure all subordinate COMSEC entities within the DON are provided with the final evaluation and any additional information regarding COMSEC incidents reported.
  • Collect and report all information concerning unauthorized offers or sales of government COMSEC materials to the NSA National COMSEC Incident Office for final evaluation.
  • Maintain archive of all reported incidents for a period of 5 years from the date of archiving.

Minimum Qualifications
  • Secret-level or higher security clearance.
  • Previously worked as KMI Registration Manager, COMSEC Account Manager or Local Element custodian.
  • Skilled verbal and written communication techniques required to conduct meetings and prepare reports and other correspondence.
