A3T, a fast-growing firm, specializes in Defensive Cyber Security Services, Enterprise Information Technology (IT) Solutions and Mission Operations & Enterprise Enablement driven by customer requirements. We are seeking a dedicated Learning Management System (LMS) lead supporting organizational courses throughout the entire course lifecycle, ensuring the stability, performance, availability, security, and effective use of the Army Training Information System (ATIS) and the Blackboard LMS environment. This role provides technical and functional LMS management, supports course framework development and customization, trains government users, manages enrollments/access, and delivers regular performance and usage reporting with recommendations for enhancements and upgrades.

Key Responsibilities
ATIS/LMS Operations & Course Lifecycle Management
  • Monitor ATIS/Blackboard to ensure stability and performance supporting organizational courses.
  • Provide dedicated ATIS management for each assigned course across the full lifecycle (planning, build, delivery, sustainment, archival).
  • Perform course creation and sustainment for new and existing courses following the approved Blackboard Naming Convention.
  • Coordinate course setup activities including shells, roles, permissions, tools, grading schema, and content structure.
Technology Recommendations, Updates, and Upgrade Coordination
  • Recommend new technologies, ATIS updates, mobile applications, and capability improvements to enhance delivery and user experience.
  • Plan and coordinate approved Army Training Support Center (ATSC) upgrades with LMS users to minimize downtime and loss of availability.
  • Support change communication and user readiness activities related to upgrades (release notes, quick guides, training refresh).
SME Support for Course Framework Development & IPR Participation
  • Serve as the ATIS/Blackboard SME supporting Government development and customization of LMS course frameworks.
  • Advise on LMS selection/approach per program of instruction (POI), blended learning requirements, complexity, and instructional intensity.
  • Attend developmental meetings and In-Process Reviews (IPRs) as required to gather requirements, resolve concerns, and propose solutions.
  • Translate training and operational requirements into practical LMS configuration and course design recommendations.
User Training, Instructor Support, and Technical Issue Resolution
  • Provide hands-on training to Government users (instructors, course managers, content developers) to enable efficient, productive use of the LMS.
  • Conduct training enabling user-level functions including:
    • Ensure training is delivered to new users within 10 working days of arrival to the organization.
    • Assist instructors with class facilitation within the LMS environment.
  • Perform manager-level technical remedies for ATIS/LMS issues including:
    • Collaborate with local agencies and coordinate with ATSC (as applicable) to troubleshoot and remediate systemic issues.
Enrollment, Disenrollment & Access Authorization
  • Serve as the primary point of contact (POC) for enrollment/disenrollment of Government users.
  • Authorize and manage access for students, instructors, writers, and other Government personnel per Government direction.
  • Ensure users can access via specified terminals and devices (e.g., government furnished equipment, personal electronic devices) as directed.
LMS Usage Monitoring, Analysis & Monthly Reporting
  • Monitor, analyze, and report Blackboard/ATIS usage, performance, and availability to support Government assessment.
  • Provide a written report at least monthly and meet with customer to review.
Test Material Safeguarding & Access Control
  • Safeguard all course testing materials and ensure access is restricted to authorized personnel only.
  • Enforce test material controls to prevent distribution to users not authorized by the customer.
  • Ensure authorized users are identified as Test Control Officers (TCOs) via official memorandum signed by the approval authority.
LMS Transition Readiness & Cross-Platform Support
  • Support Blackboard as the current LMS while maintaining readiness to support alternate LMS platforms if directed by the Army.
  • Complete all requisite training to support Army Distributed Learning should a system other than Blackboard be adopted during the contract period.
Minimum Qualifications
  • Must possess and maintain a CompTIA Security+ or higher certification.
  • Must have and maintain a SECRET clearance.
  • Must provide proof of experience associated with the Army Disturbed Learning Systems. Proof of experience to be submitted for consideration:
    • Two (2) or more years of experience developing courses with LMS
    • Two (2) or more years of experience administering courses in LMS
    • Two (2) or more years of experience managing community engagement with LMS
    • Two (2) of more years of experience managing content in LMS
    • Two (2) or more years of experience developing and sustaining online training sites
  • Demonstrated experience managing LMS environments (Blackboard preferred), including course build, sustainment, troubleshooting, and user administration.
  • Experience supporting distributed learning and blended learning delivery models.
  • Strong knowledge of LMS tools: assessments, surveys, gradebook, roles/permissions, analytics, content management.
  • Ability to analyze performance/availability metrics and produce clear reports with actionable recommendations.
  • Experience delivering training to varied user groups (instructors, admins, developers).
