Director, Human Capital & Operations

We are seeking a Human Capital and Operations, Director to partner closely with the CEO and leadership team to oversee HR strategy, employee lifecycle management, and organizational compliance, while providing operational support across finance and government contracting environments. This role is ideal for an experienced HR professional who understands how people, processes, and compliance intersect in a growing GovCon organization.
Key Responsibilities
Human Capital & HR Operations (Primary Focus)
- Serve as the lead for all Human Capital functions including workforce planning, employee lifecycle management, and HR compliance.
- Oversee onboarding and offboarding processes, including offer documentation, payroll/benefits setup, terminations, COBRA coordination, and asset recovery.
- Administer employee benefits programs and lead annual open enrollment:
- Partner with brokers to evaluate plan options
- Prepare recommendations for leadership
- Manage Employee Navigator configuration, testing, and employee communications
- Maintain HR policies, procedures, and employee handbook; ensure documentation aligns with regulatory and contractual requirements.
- Support employee relations matter with sound judgment, documentation, and follow‑through.
- Maintain personnel records and ensure confidentiality, accuracy, and audit readiness.
- Prepare and submit workforce compliance reports (EEO‑1, VETS‑4212).
- Develop and maintain Affirmative Action Plan (AAP) documentation and data analysis.
- Support ISO audits and other compliance initiatives by maintaining HR and operational documentation.
- Partner with leadership to identify compliance risks and process improvements.
- Oversee payroll administration controls:
- Review payroll for accuracy prior to approval
- Coordinate funding timing and ensure audit integrity
- Provide oversight (not daily processing) for AP/AR activities handled by support staff or external providers.
- Coordinate insurance renewals, endorsements, and business license filings/payments.
- Serve as internal liaison to external CPA/tax providers by gathering documentation and tracking deadlines (corporate‑level only).
- Support HR‑related and administrative compliance requirements in government contracting environments.
- Assist with contract reporting (e.g., manpower reporting, GSA IFF) in coordination with finance and contracts teams.
- Provide proposal support from a compliance and HR perspective (labor categories, reps & certs, staffing compliance).
- Act as a trusted partner to the CEO and leadership team on human capital matters, organizational risk, and operational priorities.
- Serve as primary liaison with external partners (CPA, insurance brokers, consultants) to ensure timely, accurate communication.
- 7+ years of progressive experience in Human Resources / Human Capital leadership, ideally within GovCon or professional services environments.
- Hands‑on experience managing:
- Employee lifecycle processes
- Benefits administration and open enrollment
- HR compliance and regulatory reporting
- Working knowledge of payroll processes and operational controls.
- Experience partnering with executive leadership and handling sensitive matters with discretion.
- Strong organizational skills and ability to manage multiple deadlines.
- Experience in government contracting environments.
- Experience preparing EEO‑1, VETS‑4212, and/or Affirmative Action Plans.
- Exposure to ISO audits or formal compliance programs.
- Familiarity with payroll systems and accounting platforms (QuickBooks or similar) from an oversight perspective.
