The Program Manager provides overall leadership, direction, and oversight of the contract. This position is responsible for ensuring compliance with contract requirements, meeting performance standards, managing resources, and driving continuous improvement in customer service delivery. The Program Manager serves as the primary point of contact with the Government Contracting Officer’s Representative (COR) and government agency senior leadership.

Key Responsibilities
• Ensuring projects comply with relevant regulations and standards.
• Providing support to internal and external stakeholders.
• Managing changes to project scope, schedules, and resources.
• Designing, planning, and coordinating work teams.
• Understanding business and technical objectives of a project and working closely with the project sponsor.
• Creating program charters and work plans, tracking budget, and monitoring progress via agreed upon Service Level Agreements (SLAs) and project deliverables.
• Documenting risks and developing and executing mitigation plans.
• Implementing communication plans.
• Building teams, assigning tasks, evaluating outcomes, and negotiating resources.
• Providing technical support to project team members by handling complex application features and technical designs.
• Providing overall direction to the formulation, development, implementation, and delivery of a project.
• Extracting and analyzing data, generating dashboards, and compiling risk matrices and preparing reports for leadership review

Minimum Qualifications
  • Education: Bachelor’s degree in computer science, information science, information systems management, mathematics, statistics, operations research, engineering, or related field.
  • Experience:
    • A minimum of ten (10) years of experience managing federal IT programs
  • Certifications:
    • A Project Management Professional (PMP) certification
Other Requirements
  • Must pass background investigation.
  • Must be a U.S. Citizen.
  • Must be able to work on-site in the National Capital Region, with occasional travel.
