Contracts Manager

The Contracts/Subcontracts Manager/Administrator establishes the highest-level contract strategy and drives implementation of strategic contract opportunities with the most significant impact to the company. This includes having experience with Federal Acquisition Regulation (FAR) and DFAR guidelines, contract/subcontract, procurement related expertise, and applying it to a variety of Technology related Services and Products that flow through the company, while working closely with the internal team (Executive Management, Program Managers, Account Manager or Business Developer, Operations, Project Controller, etc.). The Contracts/Subcontracts Manager will manage and administer U.S. Federal government contracts/subcontracts, and provide guidance to Senior Leadership regarding contractual requirements, IAW the FAR/DFARs/and other applicable Federal Government regulations.

Duties/Responsibilities:

  • Administer, issue, review, and execute Contracts, Subcontracts, Teaming Agreements, Non- Disclosure Agreements, and Consultant Agreements, etc.
  • Evaluate contract and/or subcontract awards and modifications, identify risks, and provide recommendations for management approval.
  • Coordinate with technical teams to communicate contractual obligations and new or changed requirements, to include interpretation and communication of applicable contract requirements and regulations.
  • Setup and maintain all contract information in the company systems.
  • Advise Management on changes, modifications, and regulations; and Distribute Contract/Subcontract modifications to stakeholders.
  • Manage GSA schedule to include, but not limited to, submitting proposal and/or modification packages, updates to schedule terms and conditions, maintaining current approved price list, and preparing for/participating in GSA schedule audits/reviews.
  • Manage and execute contract and subcontract closeouts. Support development of proposals and business development activities, as needed.
  • Work with team members to support back-office operations and program/project management needs, as needed.
  • Review proposal documents to ensure compliance with federal regulations, directives, laws, statutes, and contracting policies as well as compliance with RFP/RFQ requirements (e.g., management approach, reps and certs, etc.).
  • Business Registrations and Reporting: Assist with preparing and submitting accurate company registrations [Small Business registrations, company reps and certs, etc. (when due) in a timely manner; attention to detail is key.
  • Insurance Administration: Assist with and prepare, review, and maintain List of Reoccurring insurance policies (All Benefits and policies; Workers Comp, General Liability, Business Owners Policy, etc.), validate accuracy of policy / rates, taking proactive steps to maximize cost savings
  • Keeps management informed by reviewing and analyzing contract/subcontract terms and conditions, company insurance(s), costs analysis, summarizing information; identifying trends as needed.
  • Assure adherence to Quality Assurance policies, standards, and procedures; measuring results against standards; making necessary adjustments.
  • Administrative tasks to support goals assisting with making sure that a company's support activities are running smoothly and consistently.
  • Completes operational requirements by scheduling and working with Management and customers; following up on work results.
  • Participates as needed in special company projects, as needed.

Qualifications:

  • Must be a U.S. Citizen
  • 10-years professional experience in all facets relative to Federal Contracts/Subcontract, Management/Administration, and the above tasks
  • 5-7 years Knowledge and experience working the FAR/DFAR and other applicable Federal guidelines and policies
  • Bachelor’s Degree in business, or equivalent 10 years+ relevant years of experience
  • Membership with professional management associations (e.g., Contract Management Association) (preferred)
  • Administrative Management, Attention to Detail; Informing Others, Managing Processes, Developing Standards, Promoting Process Improvement
  • Leadership Skills: Enthusiastic and Energized Self-starter; Assist with subordinate staff.
  • Communication Skills: Effectively collaborating with co-workers, executive management, vendors and customers. Ability to be able to listen and anticipate/resolve challenges effectively.
  • Excellent written and verbal communications skills with both internal and external customers; presenting a professional image at all times.
  • Analytical Skills: Ability to accurately analyze terms, conditions, and increase effectiveness, efficiency, etc.
