We are looking to hire a Results-driven business development professional with a proven track record of pursuing and winning in the IT/Digital Modernization, Cyber Security, NextGen IT, and Emerging Technology services, market across primarily “not limited to” the Department of Defense (DoD): DoD, Army, Navy, DISA, Joint, and Intelligence Communities. The secondary market includes other Federal Civilian Agencies (e.g., State Department). 

Execute the full lifecycle of multiple concurrent opportunities (prime and sub), across numerous customer organizations, encompassing several functional disciplines, and leveraging various acquisition methods. Candidate will have demonstrated experience, a strong understanding of the acquisition vehicles used by the DoD and some Civilian agencies and 8a STARS3, GSA Oasis (8a and Small Business), Seaport NexGen, GSA MAS, and GSA Polaris.  Execute the business development/capture lifecycle, develop and maintain customer relations, proposal development, technical solutions team, communications and reporting, and BD deliverables/artifacts.

Successfully grow corporate revenue, profit and margin, identifying, capturing, and closing new contracts/subcontracts, working with Operations. Work directly with the new/existing client(s) and helps develop sound business relationships. The BD Director must be able to work and lead in a fast-paced growth environment.

Essential Duties & Responsibilities:

  • Build, mature and execute comprehensive account plans and pipeline that deliver desired customer awareness and awards.
  • Identify and qualify a robust pipeline of focused opportunities that align with company core capabilities
  • Assesses capabilities, strengths, and weaknesses and is responsible for the development of capture strategies and marketing philosophies to improve win position.
  • Engage customers in identifying and shaping potential opportunities using knowledge of company capabilities, client relationships and company’s prime contract acquisition vehicles
  • Lead and assist with developing Request for Information (RFI), Market Survey, and Sources Sought responses, and in-person meetings and demonstrations.
  • Develop and present bid/no bid recommendations and pursuit strategies at Reviews
  • Support the capture and proposal development phases of the opportunity lifecycle by providing customer insights, solutioning support, color review participation, and proposal writing, as required
  • Prepare and present pipeline targets overview/status to Executive Leadership and Operations through regular pipeline meetings
  • Advance pipeline targets through capture lifecycle; participate on opportunity capture teams representing customer and market dynamics to position to win
  • Prepare and present Target Reviews; obtain Bid Decision Approval  
  • Qualify target opportunities to Pursuit Decision; gather Additional Intel/capture elements
  • Develop and maintain strong customer relationships with current and new customers and acquisition officials to identify customer objectives, priorities, and requirements and to position Company to win
  • Lead opportunity captures: Develop overall win strategy, Shape the deal with Customer, develop team strategies
  • Analyzes the draft RFP/SOW, develops and implements the capture plan, and orchestrates all capture activities during the entire pre-proposal and proposal life cycle. Analyze, Identify and execute Teaming strategies and partnerships (Develop and maintain strong industry relations with large and small businesses with significant presence in the assigned markets)
  • Track, gain intelligence and assist in response to RFP Release to Proposal Submission
  • Apply strong analytical skills to assess customer requirements and competitor strategies 
  • Ability to work independently with minimal supervision, as well as work within a team environment.

Required Skills and Education:

  • Must be a U.S. Citizen
  • Security Clearance (Secret/Top Secret) preferred
  • Bachelor’s Degree in Business or equivalent discipline; Master of Business Administration (MBA) preferred
  • Minimum of 5 years of relevant experience in BD for DoD, with ability to expand into Intelligence/Civil agencies
  • Demonstrated success in being a key contributor in winning contracts primarily in DoD >$25M
  • Experience working in small businesses (e.g., 8a, SDVOSB, and/or WOSB) 
  • Must have Federal Government Contracting, Business, and technical acumen to assist with new business growth  
  • Have relevant customer contacts and the ability to maintain customer relationships with senior or director level officials
  • Demonstrated leadership skills to effectively develop and lead high performing BD/Capture/Proposal teams (preferred)
  • Proven Customer and Industry Relationship Management Skills/Expertise
  • Excellent written and verbal communication skills, excellent presentation, & administration Skills
  • Experience in analyzing and selecting teaming partners and negotiating sound teaming agreements
  • Able to multi-task, have demonstrated organizational, detail orientation, prioritization and time management skills.
  • Creation of BD strategies, tactics, and action plans consistent with corporate objectives
  • Knowledge of competitors and ability to model competitor behaviors in the market
  • Knowledge of customer mission, buying behaviors (acquisition organizations), and major programs and systems
